Thinking about creating a news/opinion site around a theme with all content added by 100 or so users.

What are some good off-the-shelf cms or blog systems?

I haven't implemented it myself, but WordPress MU might do the trick. I've used MovableType, which has a fairly robust system for managing multiple users and giving them specific rights.

Something like Joomla will be even more robust for user management, but will be somewhat more complex to manage.
