How can anyone post if the board is not visible?

He probably means that the forum remains invisible until the poster reaches a certain number of posts, not until a certain number of posts are made in the forum.

Yes its a subforum or subsection that I want to keep hidden, not the entire board.

In a small community, you could manually promote users with a set number of posts into a new usergroup with rights to view the hidden forum. It's possible that it might be easier to automate that process (promotion to the new usergroup) than to code permissions based on post count.
