I have an site which showing deals for online shopping, foods & custom website design details. I created separated url for all regions. but if some one visit to the site from unique regions it shows site home page. does it affect cloaking for having same page for different regions. But still my city based pages are not indexed on Google. How to avoid this?

Ñloaking - GoogleBot saw another page than actually showed to visitors.
Geo-dependence is google headache based on contacts,ip and etc.
So it's so crucial to do different urls if it's only the matter of delivery? (example)
