Is there a way to detect if a user has a Google account & is logged in?

I am not sure if there is such a tool that can do that. What could be the input? Are you going to type the name then a tool will check if he has a Google account? Is that what you are referring to?

What I was hoping is a way to detect if the user is logged into a G account to then serve them a pop up box on the webpage. I guess like if you go to G to serach the page states you are loggedg in, tracking cookie?
