Redirecting ONLY local users
Bad for SEO

This scenario:
ONLY visitors in my city are redirected to site X. Everyone else sees site Y.

The redirect occurs within a script, so it happens once the user actually lands on my server and begins hitting pages, it is not immediate 301 types.

If Google, Yahoo and the likes figure out I do this, will they punish me?
