you should also change your language/location settings in Windows if you want to be detected as from different countries.

That isn't going to change your ISP's IP block ..and may well result in your keyboard not working ..and your display defaulting to wingdings ( if you reset to chinese for example ..and you dont have chinese character support installed on your box )... Use proxies ..
