Is this cloaking?
Changing order of blocks and remove some.

I'm wondering about doing some cloaking in my website. Not the type of cloaking by totally changing the content for user and for SEs, but just to change the order of some content blocks. For example, I have a lot of links in both sides of my content, linking to other sections on my site. In HTML they come before the main content. I want to push this down the HTML output for SEs. Also, I want to disable the CSS file, which is a bit bloated because it's full of comments and search engines don't need this anyway.
Other change might be to remove an initial paragraph I have all over the website on the top of each page. I want it there for visitors, for sometime, my pages are shown in SERP all with this paragraph as excerpts.
What do you think?

I think it might fit a very wide definition of cloaking, but I doubt you'd have anything to worry about from the search engine's point of view.
