How to rank a non-english website for english keywords?

My client wants to rank a non-English website for English keywords. The content won't include the targeted English keyphrases. So will it rank after implementing onpage elements and sufficient external links .?

I don't see how it will, and I might be missing the point, but why would you want the pages to rank for terms in English only to display non English content. Your bounce rate would be extremely high.

Why a non-English site need to be ranked with English keywords? It is a meaningless task.The rank of it will drop quickly, even if this site can be ranked high with some tactics.

Add english text with english keywords to web directories it will help for sure :)

Sure, you can rank website through black hat methods. But if you are looking for long term then you should add English keywords to non-English website so that it look like that keywords are content oriented.

If the keywords are not present in the site. Then try to put your keywords when you go for the On-page change of the site. And crate your backlinks in the non English sites. And put those english keyword in the anchor.
