host looses packages in ping - firewall?

I was just going to change my DNS to the new host,
but before I started to do some check.
So I wonder if the host put firewall on pings and tracerrouts,
and if yes, how can I know if the result is ok in rest of world as the site is international.

Difference new host and actual host:
New host:
Cant ping the nameserver (server or ip) get Timed out.
If I do a tracerout of nameserver starts ok nothing or aborted using a website.
The host told my new ip.
If I use justping.com I get awful result, loss of packages from 70-100%, so imagine is behind some firewall.
Doing a ping from my pc get better speed than Old host.
Tried some other websited that only checks a few, and still get some lost of packages, not much but I get.

Old host:
Can ping the nameserver without any timed out,
Can traceroute nameserver ok
Using justping I get ok on everything
Pinging using webisted with only a few sites get no lost of packages.

Thanks in advance
