WMT Clicks and Impressions How do you measure the average?

When looking at your WMT's account > Your site on the web > search queries, it gives you a summary of queries | Impressions | Clicks. There is usually a positive or negative % value next to impressions and/or clicks.

My question is, what is that % measuring? Logic tells me that it would be measuring the Clicks or impressions compared to the same period the previous month... Does anybody else know what the comparison % is based on?
