|Entrance page: low pages/visit but low bounce rate|

I am just perplexed how to read my numbers.
I am looking at the landing pages, and comparing the pages/visit and bounce rate of the entrances. I created a custom report to see Entrances, Pages/Visit and Bounce Rate
Here are my numbers:
Landing page 1: pages/visit of 1.38 | bounce rate of 27%
Landing page 2: pages/visit of 4.09 | bounce rate of 59%
Landing page 3: pages/visit of 1.40 | bounce rate of 74%
Landing page 3 is something I normally expect -- the lower the pages/visit, the higher the bounce rate.
But why does Landing Page 1 gets such as low page/visit but low bounce rate as well?
This is a purely information site from a non profit - selling nothing, no ads at all. Launched 3rd week of May this year
Any ideas why Landing page 1 (homepage) gets low pages/visit but low bounce rate? Is the jquery in the site's navigation bar affecting the numbers?
