Does GA Calculate Bounce Rates Solely based on GA Javascript? |

We have a large portion of our site that we do not place the GA script on for security compliance reasons. We generally send people to a page with GA script and the ultimate goal is to funnel them to a page that unfortunately doesn't have GA script.
Whens someone goes to one of the pages without GA, does that count as a bounce? If this is the case isn't it unfair to have bounce rates affect quality scores?

yes it would be considered a bounce
regarding quality score, i don't believe that bounce rate is based on GA

So regarding QS, what does bounce rate measurement is used? I've read in numerous places that bounce rate affects quality score. I never thought it did until recently but the more I search the more I find people talking about it.
