| States where sales tax is now forced to collect

If you are representing a company as an affiliate and it now has to pay sales tax in say California, would it be a wise move to exclude the state of California in your google adwords account, and any other state they are forced to collect tax in for your vendor where the sales tax is higher than 7%?
I am assuming that the person is selling high ticket items where sales tax may be an issue. Does this seem like a wise move to avoid states where you may very well be wasting your money on advertising?
