Hi,
I'm currently developing my own affiliate program for my website, and when it goes live I would like to promote it to attract affiliates to join.
I guess a couple of places to promote that I know of would be here at webmasterworld.com and also abestweb.com.
Are there any other popular forums/sites where I would be able to promote my affiliate program on?
The affiliates could be from any location; so the forums/sites could also be in Australia, Canada, UK, USA, etc...

for non-US, try affiliates4u forum.
for US, add to your two above, affiliate summit forum.
better yet, hire an OPM to do some recruiting for you.

I never heard of OPM before, does this mean "Outsourced Program Management"?
If so are there any affiliate OPMs that you can recommend?

yep, hired gun Affiliate Managers = Outsourced Program Manager
google "list of affiliate OPMs", you'll see my list, and other good lists.
OPMs have relationships with affiliates, and they know what it takes to make you attractive, they know which affs play in certain verticals...
