| Affiliate Tax in Canada

I plan to talk to my accountant during my next appointment, but in the meantime, I can't really find much (if any info) regarding this issue for Canadian advertisers.
I am considering starting an affiliate program but am confused about these issues:
- Do CA-based shops have to pay taxes for US/overseas affiliates?
- Is GST required for Canadian affiliates even though no product is being sold or purchased?
..if so, does the advertiser deduct from commission or does the affiliate simply file on his own as an independent contractor?
