Which network to choose?

I'm looking to start up an affiliate program for my cruise package product. I don't think I'm quite big enough for CJ or Linkshare, can someone suggest some second tier programs I might look into?

Do you have a landing page or are you looking for someone to collect the data and then pass it to you (host and post)?
