I know nothing about this program but I do know about a lot of misunderstandings that occur over affilaite programs.
OK you have reached the minumum payout but when did you reach that? What is the payment timescale that they publish?
Most programs do not pay out as soon as you hit the minimum but only on specific dates. So what you will probably get is a payment for all earnings up to the end of April which, I would guess would turn up sometime in May or June depending on the terms of the program.

Do you understand what you did that violated their terms? You might not have thought it was cheating, but they did. Understand it so you won't make the same mistake again...

Hi,purplecape, thanks for your reply.I am sure that I am not violated their TOS,they just don't want to pay, maybe they don't want pay for his member 100 dollar per month.

How can you be sure? They told you that you did something and you know you didn't do it? Have you read ALL of their policies? Do you understand the implications of every detail of them?
I have seen this over and over again. People saying they were doing nothing wrong, and then when more came out, we found there really was a reason.
If you truly think you were doing nothing wrong, then you can appeal your case. But if you think they won't pay so they can keep the money, ask yourself how an affiliate program could stay in business if it didn't pay out.
