LinkedIn isn't about "followers" it's about making connections- it's a 2-way street. And in the beginning, it's usually about making connections with people you already know.

How many people have you invited to join your network? Have they rejected your inviation or just not accepted yet? And do you actually know those people before inviting them to join your network?

Have you invited your current/former work colleagues? Past/current school mates? People who you are/have been in contact with as clients/suppliers?

Join and participate in some LinkedIn groups related to your career/interests. After you have been active for a while, people will invite you to join their networks.
